The Findlay Property is a triangular-shaped 5.895-acre former asphalt emulsions production facility that is owned by COAC. All structures (ASTs, buildings) associated with former asphalt operations have been removed, and the Property is currently a vacant lot. The Property is bounded to the northwest by a Norfolk and Western railroad line and to the south and east by vacant wooded land and a former quarry. COAC primarily operated on the southern portion of the Property, which included a fenced area housing most of the ASTs and asphalt manufacturing operations. During COAC operations, a few small buildings and two large ASTs were located just north of the fenced area. COAC reportedly discontinued operation of the Findlay plant in 2006.
